Considering geography is one of my gray areas, I would say that it might be, but in all likelihood, it isn't.

the Arctic Ocean begins at the northern mouth of the Bering Strait as far as the Alaskan area is concerned. So, the question of 'bordering' Alaska isn't appropriate really. Oceans don't border anything. There's lots of territorial borders that lie on the ocean. Russia, Canada, USA, etc...
