That is Gods own reminder to himself that he promised that he would never have it rain for another 40 days and 40 nights. Most may say I'm wrong but I didn't come up with this info I just found out by reading, seeing and listening.

The residual moisture hanging around in the air scatters the light that hits it. If there is mist between you and the sun, the light coming from the sun will strike the mist, and the water droplets will act like tiny prisms, splitting the light into bands of color. The mist also makes the light visible, much like smoke will make a laser beam visible, by scattering it toward your eyes.
