It is a very common, yet not legal, practice. Young people are not taught in school that workers have rights, and should be aware of what those rights are.

As long as they did not sign an employment agreement stating financial responsibility for shortages, no they can not be made to pay this. If they did sign such an agreement, then yes they have to pay and have also learned to read before signing things.

This manager is no manager. If he doesn't know how many cars ran through the wash and what level of service each vehicle got, something is very wrong. For anyone to try to extort money out of two teens is disgusting. Maybe this manager has a drug or drinking habit and he thinks he found a way to finance it this week.
