In being honest to the history of flight we have to be realistic and understand that the first airport was the workshop, or "hanger" created in 1901 by the Wright Brothers to work on what would ultimatly become the first aircraft in Kitty Hawk, North Carolina. All Originating flights would depart and return to this location. A controller (person standing on the ground), would watch over the grounds to ensure flights were safe to proceed, much like today's Air traffic Controllers.
