It depends on which one. To the left of it, you can see what they stand for. They're basically the number of positive points you've gotten from answering, asking, and moderating. The last % you see is the number of positive ratings you've given.

It refers to the amount of positive points you have gotten for those things. When you get a negative or when a question gets no points, it lowers your percentage and when you do get points, it increases it, of course, percentage-wise. The one at the bottom that says " % +percentage given" is the percentage of + points you give to people. If you downrate people a lot, it will show up there. Yours says 99% which means you haven't downrated too many people
