  • Cold fusion using current tech is a myth that has been essentially debunked.
  • You can't harness it because it doesn't exist. It is a variation on the perpetual motion idea, i.e. that you can get more out of a system than you put into it, which is impossible, at least in this universe.

  • There's currently being constructed an experimental fusion power plant somewhere I can't remember, the fusion is going to happen by transforming the hydrogene into plasma, so it's not exactly 'cold'... EDIT: I realized this isn't exactly the answer you were looking for.. simply put, cold fusion is not possible because some sort of energy source is required to begin the fusion
