I'm not sure if he ever will. The writers said they dont know if they want him to, because Smallville is all about him *before* he was Superman.

They have a strict policy about never putting him in tights, but Clark has a sort of Superman costume now as "The Blur". He wears all black and has a trench coat instead of a cape, but he has a silver "S" on his chest as well.
