  • I'm pretty sure anyone can. If a person has never been exposed to a civilised life, how can one expect them to behave in a civilised manner. Rehabilitation should involve several ways to correct behaviour, from behaviour pattern identification, education, employment opportunities, goals and self-esteem building, etc. Even murderers can find the better path and be helped to stick to it. That's not to say that everyone who goes through rehab will be reformed, but that they have the potential to be reformed.
  • I think that people who didn't commit violent crimes should be in a rehabilitation program and possibly released back to society. But for people that commit violent crimes, I don't think we should ever take a chance that they aren't truly rehabilitated. They should remain incarcerated - I don't think criminals that committed violent crimes should even be paroled.
