Yes. Beer should be brewed under the most sanitary conditions you can possibly have.

Not while it is boiling. Sanitation becomes necessary when the beer is cooled. Boiling water kills bacteria and other little nasties. I would be extremely careful when it comes to bottling though. Leave a little bit extra at the bottom of the fermenter so you are sure that nobody is drinking metal flakes... they would taste awful... and oh yeh... they might hurt someone.

Make sure you strain it before you consume it. If it's just metal shards and everything was really clean it might be OK.
