String sections seem to generally evoke these emotions. But any instrument can be spooky. Brass instrument with the mouthpieces removed can produce some really peculiar sounds. Bela Bartok wrote a piece of music called "Music For Celeste, Percussion and Strings" which is very spooky. It was used in The Shining.

Violins, just for the "unnatural" sounds they can make- but a well-placed bell can also be very, very creepy, simply because the bell is usually an "innocent" instrument.
