How fast is the Razor Pocket Mod Bistro?

The label says 15 mph but it doesnt say that to go that fast you need to be going down a steep hill and not care if you run into anything. On a flat surface you probably get 5-10 mph at most with LITTLE battery life. Big waste of my money.
