Why are sand paper covered mallets illegal in table tennis matches?

I'm guessing that the sandpaper surface would give some kind of "unfair advantage" to the one using it in table tennis play, as determined by the international rules committee. +5

English or spin on the ball is a no no. All must have basically the same surface so all have the same edge, more or less with the paddle.+5
