English or spin on the ball is a no no. All must have basically the same surface so all have the same edge, more or less with the paddle.+5
I'm guessing that the sandpaper surface would give some kind of "unfair advantage" to the one using it in table tennis play, as determined by the international rules committee.

When serving, is the server allowed to serve the ball so softly that it could bounce twice on the receiver's side if he were to not hit it? Secondly what it the serve hit the receivers side once, and then the ball went off the side of the table?
