    The easiest way is to go through a mission during the middle of the game. You have to lure two police into this garage, and Tommy Versetti and Lance(your partner is that mission) automatically get into a police uniform. After you complete that mission, the only way you can get a police uniform is to go into the police station on the top floor, and there's that clothes changing blip. Just move through it and BAM! you get a police uniform on.
