If the ordinance number on a citation is incorrect, is this grounds for dismissal?

No. the officer, under oath, can correct and explain the violation in court. the purpose of a traffic citation is to get the violator in court or to have the citation paid. A traffic citation is a courtesy, in lieu of a physical arrest.
