Assuming that you are one of the people whose TV watching is monitored by the ratings company, yes. TV ratings are produced by installing monitoring equipment in randomly-selected households, which receive some monthly payment for their participation. Presumably, such peoples' VCRs would be connected to the monitoring system, and thus recording a program on the VCR would count as watching it. Of course, if you don't have the monitoring equipment, then it doesn't matter what you watch or don't watch on TV, as it won't affect the ratings whatsoever.

Yes it is based on the tuning in of the show not when you watch it. So if you taped it you had to of tuned into it to record it.
