Try restarting your computer and then delete the folder. Some window process may be using it.

It could be an error on your hard drive preventing you from deleting the folder. Try doing a scandisk on the drive that has the folder you want to delete and try deleting the folder after you re-boot. Also if you have files or sub-folders in the folder you are trying to delete, make sure all sub-folders are closed and all files are not being accessed by other programs (ie - graphic file opened by MS Paint, etc.,)
