Foreskin give you something more to stimulate with your tongue. Other than that is the same.

I dunno if this is true or not, but I've heard that when it comes to a guy with a foreskin, the head of their penis is a lot more sensitive. I wouldn't know--I've had my share of uncut guys, but I've gotten so good at giving head that they really can't tell a difference.
