Depends on your definition of modern. I think those mentioned are hard to touch, especially Mozart who was just an amazing person. But I think someone like John Williams is superb as are composers such as Britten but it depends how far back I am allowed to go :)

me. jk. you can't really measure them and their music on the same scale. if we could, we would've had computers composing absolutely wonderful, mary-poppins-like (XD) perfect music for years now. also, there are instruments now that didn't exist or were different then. maybe beethoven could've composed for electric guitar?

Strawinsky comes quite close - if you consider him a modern composer. Shostakovitch, too. If Arvo Pärt or Morton Feldman will be as good, we might find out in the future. Maybe John Cage. But basically, comparisons like this are very problematic, because the conditions for these composers have been and are so vastly different.
