Foster children --- No because you are not their parent and it isn't your place. I know if my brother and sister's foster parent had ever laid a hand on them even as a little tap they would have tolearn how to write with their toes. I'll leave the details to your imagination.

Adopted children --- Yes, they are yours.

I am sure there are local laws that say yes or no, but know this: the system hates spanking. So when you go to adopt that foster child, they will ask the child "Have the foster parents ever hit you?" and they'll phrase it to include spankings. If the child answers yes, the adoption just got that much tougher.

Where I live it is illegal to spank foster kids. Once you adopt a child they are your own child and you can spank them.

In England, my family had to agree not to slap, smack, tap, etc the child. It was part of our formal contact with the fostering agency. If we break the agreement it is likely that the child will be removed.

I am a foster carer. We sign an agreement not to spank a child, so we arent allowed to. I live in the U.K. It would certainly be questioned if the child reported it and theres so many laws out now representing the child so it wouldnt be worth the risk really. You may need to take up some training to help you deal with difficult behaviours, there is some excellent help out there.
