Call the Humane Society, the SPCA and/or the police. Then inform the abuser that you have done so. This removes all debate from the equation.

That would infuriate me. I would definitely step in while calling the police or having someone with me call the police and get the pet away from them. I would find some way to stop it.

If I could, I would get a video of it from my cell phone, and call it in with the corresponding authorities. Personally, you never know what kind of crazy MoFo you are dealing with...

I'd do something, but I don't know if I would confront them. Taking a picture of it and dialing 911 would be my first move. If I didn't have my cell handy then I'd confront them about it.
