No. It may be blown a little way up a slope by a strong wind but it will run back down again as soon as the wind drops. If water appears to go uphill, it is an optical illusion.

This assumes the water in question is in liquid form, not frozen or vaporous. Water can manage to follow the path of least resistance. Even when it flows, that's in response to an external force, like gravity or a pump, and not acting on its own. By itself, water will never overcome gravity, and will therefore, never manage to climb a hill.
