When I smoke out of a pipe, I sometimes don't feel like I get high. What is the best way to smoke out of a pipe and the best way to roll a joint?

You need to inhale. Psh, its a way better from a piper, burning paper tastes gross. Try a vaporizer those are even better.

with a pip u have to hold down smoke as long as you can before you exhale

fr gettin a fatt ass rip on a pipe u need to make sure u ignie all tha grass in tha bowl n have ur finger on tha carve ( lil hole by tha bowl) now suk as hard as u can then wen ur juss about at capacity lift ur f8nger off tha carve n keep suking... now hold it in fr as long as u can... like 8 to 15 seconds n blow it out slowly. thts how u get a fatt ass rip n if uve never done it like tht u mite cough or even throw up... but dnt cuz ur friends ell make fun of u... lol. but make sure u do this n i promise ull b so high ull land on pluto... I find if you get two lighters at the right angle, and you can get 2 flames and then take the biggest hit you can. that usual gets me high as a fuckin' rocket.
also just for fun you can start of crouching or sitting and then slowly stand up while taking the hit, (get a big hit) then it might get you more lightheaded and that is fun too!
