Who ultimately decides whether a moderation is worth points or not. Or whether the categories should be switched for a question?

The moderators and the staff are the ones who check the flagging process. They are the ones who decide which questions should be rejected or not, and which categories should be recategorized or not.

Go down to the bottom of the page and click, "About us." They are called 'staff', and you can even give them points on their questions they have asked over time. The first one was asked I believe March 23, 2003, so I think this is the day this site officially opened. They are low ranked by the ranking system they set up on here, we should all pitch in and get them up there quickly!
