Usaually the car wash is connected to a gas station. Their money could come from there. Also they are very busy in the summer and they might not need to pay a lot of workers in the winter

Why would they be open, if it's a nasty rainy day - do you really wanna wash your car?

Drive-thru car washes have a very little profit margin. they are more of an attraction than anything else. to get you to buy their gas and visit inside the store for other purchases.
