It gives States money to protect women from men, and girls from boys. The VAWA defines the victim as female and the abusers as male. NOW and other feminist organizations pushed to make sure the language was not gender neutral to ensure that it was clear that only males are always the perpetrators and females the innocent victims. This is part of their propaganda campaign to malign males.
