Prior to the Local Government boundary changes of 1974 there were 42 counties in England and 13 in Wales. In addition there were some cities which also held county status, such as the City and County of Bristol and, of course, London was effectively a county. The situation since the boundary changes is more confused because there are now counties and "Unitary Authorities". For a list see http://www.columbia.edu/kermit/ukcounties.html
