They think hard times and bad luck are the needy persons own fault and/or contagious.

They don't want to seem nosey or cause more problems, like a domestic dispute. The saying "Mind your own business" is so strong in our society.

These days..there are those who prey on the good nature of people..and it has caused many to be paranoid. Sometimes you have to give it a second thought and use common sense.
