What exactly do our community leaders do, do they check moderation or have a direct line to the staff? Can we approach them with complaints, etc?

We get rid of a lot of spammers and try to keep things civil :) You can approach me, the details are in my profile on how to do so.

As Andy777 states, we keep the place tidy. We cannot approve flags, but our moderations are immediate and do not go through the approval process. I guess you could say we have a direct line with staff as we email them when we penalty box any users. I don't think we take complaints about the site itself, but we will look at stuff and forward it onto staff if it is about people's behaviour.
