  • There are different levels of Saiyan. Gohan reached the Mystic Level of Saiyan. In this form you stay in normal form but have the power of a Ultra Super Saiyan.   • gohan could only go super sayin 2 but in his mystic form(or ultimate gohan) he is stronger than a super sayin 3 because this form is eternal but when super buu absorbed him he was normal again and when goku was super sayin 3 he could only hold that form for a couple of minutes.also gohan wasn't in super sayin when his powers were unlocked.
  • the kai awakened gohans "hidden" powers. if you think about it super saiyan is a hidden power that isnt always there. based on that, being that his hidden powers were awaken, he should be top form at all times. but as the show progresses it shows gohan powering up while hes fighting buu. also when buu absorbers gotenks and piccolo goku says something about gohan needing to power up. that would imply that he can turn super saiyan. though it seems unlikely that gohan didnt have enough time before buu attacked and absorbed him to power up. he does turn super saiyan in GT but GT is a different story. threw out the entirety of dbz there are a lot of left out parts. the only way you could get a "factual" answer is to ask the creators.
