The coldest place in the universe right now is a lab at MIT where experiments with matter at temperatures less than a degree warmer than abolute zero are being conducted. The scientists are observing the effects of superconductivity of molecules as they get colder (slower). Scientists at Harvard have achieved the same level of cold as the lab at MIT.
