I dont know the answer to that but here's an interesting article: Hercules rejects Wal-Mart San Francisco Business Times - 3:54 PM PDT Wednesday The Hercules City Council voted to use eminent domain Tuesday to stop Wal-Mart Stores Inc. from building a new store in the city. The council voted to stop the controversial Bentonville, Ark., retailer from building after residents testified that the company had used scare tactics in an attempt to bully the city into letting it in. Wal-Mart lawyers reported at the same meeting that the retailer spent $1 million reworking and redesigning the proposed project to meet the demands of the city. Wal-Mart originally proposed a 142,000-square-foot store in Hercules, but that plan was voted down by the council. Tuesday's vote affected what would have been a smaller store. Eminent domain lets a government take land from its owners when it is needed for a purpose deemed of more value to the public. Last year, the U.S. Supreme Court upheld such eminent domain decisions in certain situations.

I don't think the residents of San Francisco would want a cheap store as big as Wal-Mart in an upscale city. Sure there are dollar stores throughout the city, but they are fairly small. Such stores belong in the more price-conscious South and East Bay.
