  • It sounds like you are asking "can you make it a law that someone believes a certain doctrine or set of beliefs"? If that is the case, my response would be no. You could try, you could get a law passed that said "everyone must believe.....". The problem with this is people's beliefs are personal. They are usually based on faith. If you had a sure-fire way to inspire faith, one that you knew that everyone would adhere to, then there is the possiblity that you could legislate beliefs. The problem is that you cannot inspire unconditional faith. Faith is something that is learned or acquired throughout one's life experiences. It cannot be pressed upon someone and typically when it is forced on someone, that person rebels against it. As much as people, clergy and cult leaders do try to "force" or legislate people to believe a certain set of rules, they are usually not successful and certainly not successful in mass numbers of people.
  • Your question is so vague there could be a number of answers. Are you speaking politically, religiously, metaphorically, etc. Are you asking "Is it possible?" In some instances yes. The government does it all the time. They regulate Taxes, Health Insurance, welfare, Unemployment, The Housing Industry, etc. Many Churches set boundries as to what is acceptable and not acceptable. So I guess the answer is Yes, it is possible. But is it done? Yes in a general way...whew4
