Please note that I am in no way qualified for answering this question. My only qualification is having HECS-HELP (which you should apply for as well, but you can do that through your university) and being a uni student in Australia. But I will try my best to help. You will have to fill out an application form(I'm pretty sure you can get them at Centrelink). But in the mean time, you can answer your questions here: http://www.centrelink.gov.au/internet/internet.nsf/payments/youth_allow.htm, and ring this number that takes calls Monday to Friday between 8.00 a.m. and 5.00 p.m: 13 2490 (Youth and Student Services). (I found these on the Gov. website). Also check with the Victorian Government, you might be able to get another payment through them as well (but I don't live in VIC, so I don't know what you could apply for). Also your university might have scholarships availible for people studying away from home, but it depends on when you are starting, because they tend to change. Hope this helps!
