  • Regular citizen of what nation? In the US, at least in some states, yes, if you mean conceal and carry. In every state I know of- and my knowledge is NOT extensive, so take this with a bag of salt- it is legal for citizens to bear arms, as per the US Constitution. This changes radically if you are talking about another nation, though.

  • You must reside in a state that allows either open carry or concealed carry. Furthermore, you must obtain a permit to carry a firearm for that state. The laws vary from state to state and are not recognized by every state.
