How old is he/she? If he/she is just getting off of weaning, he/she is looking for hers/his mothers milk. He/she will stop when she gets older.

Rabbits usually lick as a sign of affection or when they want something. If you are petting it and you stop, they start licking as a way to ask you to pet them more. Licking can be part of grooming behavior and that is very important to a rabbit. They often groom themselves, especially when nervous. You're rabbit could be licking as a way to feel better about some insecurity also. It's like a nervous habit, like we may pull our hair or twirl it, that sort of thing.

In addition to what others are saying (mineral deficiency, weaning habit, nervous habit, expression of affection?), I wonder if he is thirsty? Does he have access to fresh water in a clean container at all times? Rabbits don't always drink much water and sometimes they'll drink none at all for weeks on end, but when they need it they need it just as badly as we do, so it's a good idea to always provide fresh water, just in case.
