If a person is renting property and have a vehicle on thier property, can the landlord make the tennet pay a storage fee or have the vehicle towed?

You need to clarify your question. If a person is renting property, then the landlord does not have the right to posses that property. Thus, he can't tow anything. As for paying a storage fee, the rent gives you the right to possession. That would be like you renting an apartment and the landlord charging you extra to store your furniture in the apartment.
