I would say" They are just precious"...not stating the way the baby looks.

If you MUST say something because you are engaged in conversation, just say the baby is sweet or precious or lovely, but do not make a comment on its appearance. To do so would be cruel and pointless.

I would do what I do with all babies. I would say " OOH! Baby fuzz!" and rub the fuzz on top of their head. I love the softness of a babies initial fuzz, and then their hair. It goes away after a year or so old.
