According to Reynolds aluminum, the different surface finishes is due to the manufacturing process. Two aluminum strips (one on top of the other) are pressed between rollers to their final thickness. The sides against the rollers develops a shiny finish. It's the way it's processed. Nothing more. . . . or less!

+3 One side has a higher polish level. For storage of food you should wrap it with the more shiny reflective side facing outwards. For cooking in an oven the shiny side should be on the inside - next to the food.

It doesn't matter which side you use. It's only a result of the manufacturing process. Either side works just as well.
