To transmit information in a non-specific manner, such that any receiver may receive the information. The is different to, say, an Ethernet connection which is between two or more specific computers. Normally, a wireless connection, such as with a wireless router, broadcasts its network information to any machine that cares to listen. It cannot pin-point individual machines, nor direct its signals in a coherent beam. Television and Radio stations broadcast information to any television or radio that happens to care.

Broadcast is sending a transmission into the air or into the internet that is not directed at one particular point but to all that can hear or receive that message. If you call your mom on the phone that is not broadcast because you are not directing it at the public in general, you are just directing your communication to one phone. When you are on the public address system in school you are broadcasting to all the loud speakers in the school. I hope this is helpful.

A broadcast sends the same "message"(packet) to every user. So all PC's receive them but unless they are expecting the packet it will just be ignored(dropped).

Broadcasting is the distribution of audio and/or video signals which transmit programs to an audience. The audience may be the general public or a relatively large sub-audience, such as children or young adults. The sequencing of content in a broadcast is called a schedule. As with all technological endeavours, a number of technical terms and slang have developed. A list of these terms can be found at list of broadcasting terms. Television and radio programs are distributed through radio broadcasting or cable, often both simultaneously. By coding signals and having decoding equipment in homes, the latter also enables subscription-based channels and pay-per-view services.
