Recordable CDs don't have the + or - designation, they're just CDRs. DVD-R and CD-R differ primarily in capacity, a typical DVD-R stores up to 4.5 GB or so, whereas a CD-R typically stores up to 700 MB. Music files are recorded the same on either, that's the nature of digital data. However you can't play a DVD-R in a CD player unless it specifically says it supports DVD discs.

To the best of my knowledge, only the CD-R format uses the CDDA standard (playable in a CD player), not DVD. So you can store mp3 files on both, but only CDs can store digital audio in CDDA format. The music DVDs are a different format entirely, as they are typically formatted to support high definition audio and multiple channels for surround sound.
