Dick is short for Richard (no idea about the hows or whys of that, it just is) and as such anyone called Richard could also be called Dick. Calling a child Richard would be an easy thing to do if thats the name the parents agree on. As for serving as VP, I dont think anyone will ever say that is an easy job to do or to even get the opportunity to do. Hope that answers your question, I did not really understand it tbh.
