A combination of time spent as an active Answerbagger, the level he/she's achieved, and quality ratings of 90 and above on questions and answers.

I would say that if they been around Aswerbag for a while they are senior and if they experts or above. But I am not making any rules. It was just a thought. However the phrase "senior answerbagger" is not originally mind. I saw it in this website a few days ago (I don't remember who used it) and it got me into thinking a lot about what it might mean.
