I don't think a dealer would sell to you. Normally before buying a car you test drive it. To test drive a car you need a DL. To buy a car you need proof of identity - the best proof around (besides a passport) is your license. So, it just complicates the process when you don't have one. Plus, I'm sure they would question what you plan to do with it after buying it. Normally people drive it off the lot, but you can't legally do that without a license. You can see the confusion.
