I noticed on some of the football jerseys the letter c with 4 stars does the c stand for captain and what about the 4 stars

Yes the "C" patch does mean the Player is a team captain and, as far as I know the stars indicate which Captain they are. I mean if they are the first ranked Captain and, it goes in descending order. Hope this helps.

The C indicates the player is a team captain. The patch is new for this year and is not mandatory. I believe only a dozen or so teams have decided to wear the patch. As for the stars, they indicate how many years the player has been a captain during the patch program. As the player completes a year, the white star is replaced with a gold star. For this year, you should only see one gold star on each captain.
