Dirt or sand for waterproofing? Maybe I'm misunderstanding the question... If not, then you can take plastic and line the house, then cover it with dirt to mask it

Please don't use dirt - dirt is water soluble and will just make a muddy mess. Sand, on the other hand, is not water soluble and while sandbags aren't a long-term solution, sand is by far a better choice than dirt.

Is your house level with the dirt outside? It sounds like your house is too low and water is coming in from outside. Sand or dirt will not do anything. Even if yo have a flood, sandbags will only keep flowing water out, not seepage. Or if your house is high and hopefully dry, they water could be coming in through the roof into your wall or by a window that isn't sealed to the house siding. You need to get the level of your house up and the dirt down so water can drain away from your foundation. YOu may have to have a contractor come look at it to fix that problem.
