Re-torquing the head bolts is at worst unnecessary and could actually be harmful. If the head bolts have held tight for 173k miles, it's doubtful that they'll fail now. Re-torquing is generally only done after a few hundred miles following a gasket replacement to ensure that any compression of the gasket has not caused the bolts to loosen. In 30+ years of working on cars, I've never heard of an instance of head bolts working loose. If your Corolla uses torque-to-yield bolts, then they can only be tightened once and must be replaced if they are ever untorqued. In short, just leave them alone. It will be fine.
