Can they? Not successfully but I hear there was a pair of penguins in NY zoo that took turns caring for a fake egg, then given a real one and successfully raising a family. The children book Tango Makes Three is about this true story.

They can, but I certainly hope they don't expect "special" treatment...like being able to marry.

Not without dinner and a movie first! Seriously, there have been studies that penguins, like the rest of the animal kingdom has about a 10% homosexual population. That said, they can mate, and they do mate. However they do not reproduce.
