    13 inch tires will not fit on 14 inch rims. If you are replacing both the 14 inch tire and wheel with the 13 inch tire and wheel they may work. If they bolt up and clear the brakes then you can us them but depending on the size of the 13's you speedo may be way off. a 165/85R13 is very close to the 195/65R14 in revs per mile.
