What We're Doing Double demerit points began at easter in 2002 for long weekends and holiday periods and have proven a remarkable success. The accrual of double demerit points applies to drink driving, not wearing seat belts, speeding and riding in the back of utilities, trucks and panel vans. An independent evaluation of the initiative - commissioned by the Road Safety Council - showed there were fewer road crashes when double demerit points were in place. The evaluation also showed that during double demerit periods road users changed their behaviour. Between 2003 and 2004 when the system was evaluated the number of fatal crashes was 20 per cent lower during the double demerit periods compared with 2001. Injuries were down by 18 per cent and the total number of reported crashes down by 11 per cent. Speeding-related fatal crashes were down by 52 per cent in the same period and alcohol-related crashes were down by 54 per cent. Police reported greater enforcement activity during double demerit periods with a 32 per cent increase in activity. They also reported issuing fewer infringements per enforcement hour, confirming that motorists had changed their behaviour. Fines remain the same during double demerit periods.
