Snipers work in teams of two, and one is a shooter while the other is a spotter. The spotter verifies distance wind speed, and whether there was a hit or a miss.

In the US army your kill has to be witnessed by another serviceman to be verified. Snipers work in teams so this in not difficult usually. On some occasions a sniper works alone and without a witness those kills are listed as "probables"
